밀의 주장을 정리하면 이렇다. 시민으로서 개인은 무한한 자유를 갖는다. 단, 다른 사람들에게 해를 끼치지 않는 범위에서 말이다. 국가는 그러한 개인의 자유를 제한하면 안 된다. 다만 개인이 다른 사람에게 해를 끼칠 때는 국가가 개인의 자유에 간섭할 수 있다. 그리고 국가는 개인이나 단체의 활동과 능력을 촉구하는 역할을 해야 한다. 그러나 국가가 그 역할을 제대로 수행하지 않거나 국가가 지신의 목적을 위해 개인을 억압할 때에는 국가의 역할은 축소되고, 개인에 대한 국가의 간섭은 제한되어야 한다.

오늘 우리 사회에서는 개인의 자유와 자율에 대한 권리를 주장하는 목소리가 점점 커지고 있다. 그리고 개인의 자유에 대한 국가의 간섭과 억압을 점점 거부하고 있다. 『자유론』은 이러한 우리 상황에 굉장히 꼭 들어맞는 책이다. 이 책은 오늘 우리를 대신해서 국가를 향해 개인의 자유와 권리를 항변해 주기에 큰 사랑을 받을 수밖에 없다.
